Our first newsletter for 2022 is focused entirely on the Horizon Europe Missions and in particular the Cancer Mission.  Please find below details on Mission’s and their implementation plans, a link to the Mission Work Programme for 2021-2022.  

We also provide you with details of the Cancer Mission, the Cancer implementation plan and links to the open call topics on cancer. In addition, to this we have provided details on the Europe Beating Cancer Plan, the corresponding roadmap and the Cancer Foresight Report.

Details are also provided below on the European Commission two-day info event on the Missions on 18th and 19th January where they will present details on the calls and the topics.   Please feel free to contact us if you wish to discuss any of cancer topics or the application process.  

Missions in Horizon Europe

Missions will form an integral part of the Horizon Europe research programme and are a new way to bring concrete solutions to some of Europe’s greatest challenges. They are bold and inspirational with clear objectives that are time-bound, realistic, measurable and targeted.  The aim is to deliver concrete results on these ambitious goals by 2030.  Five mission areas have been identified with a mandate to solve pressing challenges in society within a certain timeframe and budget.

Horizon Europe’s Five Missions include;
Conquering Cancer: Mission Possible
A Climate Resilient Europe - Prepare Europe for climate disruptions and accelerate the transformation to a climate resilient and just Europe by 2030,
Mission Starfish 2030: Restore our Ocean and Waters
100 Climate-Neutral Cities by 2030 - by and for the citizens
Caring for Soil is Caring for Life

The Missions are bold and inspirational and are designed to drive a systemic change and transformation.  Each Mission area have been developed with input from a large number of high-level experts that form an assemble with public engagement with stakeholders and citizens. 

The Cancer Mission

In the area of Health, the primary mission is the Cancer Mission.  The Cancer Mission, titled Conquering Cancer: Mission Possible, aims to improve the lives of more than 3 million people, with individuals living longer and better, achieve a thorough understanding of cancer, prevent what is preventable, optimise diagnosis and treatment, support the quality of life of all people exposed to cancer, and ensure equitable access to treatment the above across Europe.  This targets is set to be achieved 2030.

The Challenges with Cancer
  • 2.7 million people in the EU are diagnosed each year (this number will increase);
  • 1.3 million people die from cancer each year (this number will increase);
  • Total cost of cancer in Europe in 2018, estimated at €199 billion

The Proposed Actions
  • The Horizon Europe programme will provide €378.2 million in seed funding during the period 2021-23 to support the implementation of the mission;
  • Implement a strategic research and innovation agenda to better understand and treat cancer;
  • Improve the quality of life of patients and their families;
  • Establish high level collaboration within the cancer community, support a network of Comprehensive Cancer Infrastructures, set up the EU platform UNderstanding CANcer.eu (UNCAN.eu) and create the European Cancer Patient Digital Centre.

The Mission Implementation Plans
The five identified missions have gone through a preparatory phase, during which implementations plans were developed, which included detailed objectives, specific interventions, investment strategy and performance indicators for each mission. The implementation plans have been assessed against objective and all missions have now entered full implementation.
The Cancer Mission Implementation Plan
The Mission on Cancer has set the ambitious overall goal, to be jointly achieved with the Europe’s Beating Cancer Plan, of improving the lives of more than 3 million people by 2030, through prevention, cure and for those affected by cancer including their families, to live longer and better, by accelerating cancer prevention and control programmes and creating more equitable access to these programmes.

This Implementation Plan aims to be the operational blueprint for how the Commission will deliver on the overall objective of the Mission on Cancer, providing a clear operational and feasible course of action across the four objectives. It specifies the main actions to be undertaken over the lifetime of the Mission, with an emphasis on the first three years (2021-2023).

These actions will be complemented with new actions following an iterative consultation and review process that is part of the missions. It therefore seeks to demonstrate how delivery of the mission recommendations can be ambitious, realistic and with clear, time-bound and measurable objectives.
The Launch of The Mission Work Programme for 2021 to 2022
The work programme contains actions for each of the five missions during their preparatory phase, and has now been updated with the full R&I agenda, as missions have entered their implementation phase. The actions included in this work programme have established the foundations and they are now supporting the missions’ implementation phase.   All Mission Topics have been published on the Funding and Tenders Website

Call for Experts:  The Commission is looking for top experts to advise on EU Mission
The European Commission launched today a call for experts to join the five Mission Boards, with the role of advising on the implementation of the EU Missions. The five Mission Boards will have up to 15 independent top experts for each Mission.

Each Mission Board shall consist of up to 15 independent high-level individuals with excellent expertise in serving public authorities and citizens, and in combining public and/or private funding. In forming Mission Boards, the Commission is seeking to create balanced teams with diverse profiles. These should cover several domains such as business, public administration, science, culture, citizen engagement, and civil society organisations, from across Europe and beyond.

The Mission Board members should have the capacity for strategic analysis thinking and show a deep commitment to the success of the Missions. The Mission Board should be capable of devising, demonstrating, applying and upscaling solutions on the ground in order to implement the Missions.

The call for applications is available online. The deadline for applications is 02 February 2022, 17h00, CET. Interested individuals are invited to submit their application in the online survey-management system (EUSurvey).
The Cancer Mission and Europe Beating Cancer Plan
The actions in the Cancer Mission will support and complement the Europe Beating Cancer Plan. The Cancer Mission will focus on Research and Innovation Actions while the Europe’s Beating Cancer Plan supports Member States’ activities in cancer prevention, patient care and improving early detection of cancer.  

Cancer is one of the main priorities of the European Commission in the health domain as it is the second leading cause of mortality in EU countries after cardiovascular diseases.  Evidence shows that 40% of cancers are preventable if we implement what we know already.   The Europe’s Beating Cancer Plan supports Member States’ work to prevent cancer and to ensure a high quality of life for cancer patients, survivors, their families and carers and is structured around a number of key areas where the EU can add most value: prevention, early detection, diagnosis and treatment and quality of life of cancer patients and survivors.

Cancer : Foresight on demand brief in support of the Horizon Europe mission board

This report provides the work in support of the Mission Board on Cancer. In interaction with the Mission Board members and responsible Commission services, the project team scanned trends and drivers for cancer, developed two future health scenarios targeted at fighting cancer and roadmaps of events and milestones in the future of fighting cancer.

The European Commission will host a dedicated two-day info event on 18th and 19th January presenting the calls and topics that will be explored as part of the five Horizon Europe missions in 2021.

EU Missions are an additional part of the Horizon Europe research and innovation programme for 2021-2027 aiming to address some of the greatest challenges facing our society.  

The Info-Days will present a wide range of new topics for all five missions (Adaptation to Climate Change, Restore our Ocean and Waters by 2030, A Soil Deal for Europe, Cancer and 100 Climate-Neutral and Smart cities by 2030) which are part of the amended Missions’ Work Programme 2021 under Horizon Europe.

The event will provide prospective applicants with specific information on the new Missions’ Work Programme calls, funding opportunities and timelines. The Commission invites researchers and innovators as well as citizens and all interested stakeholders to take part in the five missions.
