Welcome to our latest newsletter for Horizon Europe Cluster 4: Digital, Industry and Space. The objective of this newsletter is to provide you with up to date information on the opportunities for EU funding for Digital, Industry and Space research as well as highlighting relevant events and opportunities that might be of interest. Please share this newsletter with your colleagues and encourage them to sign up to our mailing list here.

With an overall budget in the region of €15.3 billion the Digital, Industry and Space cluster is the largest cluster in Horizon Europe. This broad cluster covers six specific focus areas (called “destinations”).

The 2023-2024 Work Programme was published on 8th December 2022. This WP represents an investment of €2.8 billion.

Recent cluster 4 Infodays and Brokerage events

The Cluster 4 Infodays were held virtually from the 12th to the 14th December. All presentations were recorded and are now available to watch on-line.
  • Day 1 covered Destinations 1 and 2 as well as some horizontal issues such as Lump Sum funding, Blind Evaluation and International Cooperation.
  • Day 2 covered Destineations 3, 4 and 5
  • Day 3 coverd Destination 6 as well as some advice for participants

A number of on-line matchmaking events covering each of the different parts of the Cluster were also organised. These events will remain active until the first call deadlines so participants can continue with their networking over the coming months.
Key Digital Technologies

The Key Digital Technologies Joint Undertaking (KDT JU) is an EU-driven, public-private partnership funding innovation in electronic components and systems. KDT is the successor to the successful ECSEL (electronics components and systems for European Leadership) programme which ran from 2014 to 2020. KDT represents a European Commission investment of €1.8 billion which is expected to be matched with National funding from the Participating States. The programme runs from 2021 to 2027.

Given the delayed start of the KDT JU, both the 2021 and 2022 calls for proposals were run as single stage calls and "squashed"
into the 2022 calendar year. Irish participants fared well in these first two calls with Irish involvement in 4 of the 13 successful proposals from the first call and 2 of the 12 proposals in the second call.

The 2023 call will revert to the more usual two stage call with the stage 1 deadline planned for 3 May and the stage 2 deadline planned for 19 September. As per usual there will be a bottom up call for IAs and RIAs addressing any part of the Electronic Components and Systems Strategic Research and Innovation Agenda (ECS-SRIA).  The sixth edition of the  ECS-SRIA (which was developed by the experts of the ECS community, coordinated by the three industry associations: AENEAS, EPoSS and Inside) has just been released. A number of focused topics are also planned for the 2023 call. These include:-

  • 6 G Integrated Radio Front End for TeraHertz Communications (IA)
  • Electronic Control Systems for management control of decentralized energy supply storage (IA)
  • Integration of trustworthy Edge AI technologies in complex heterogeneous components and systems (IA)
  • Improving the global demand supply forecast of the semiconductor supply chain (IA)
  • Pan European network for Advanced Packaging made in Europe (CSA)
  • Coordination of the European software defined vehicle platform (CSA)
  • Hardware abstraction layer for a European Vehicle Operating System (RIA)

The ECS Brokerage event mentioned below in this Newsletter will be an excellent opportunity to meet potential partners for KDT proposals. Anyone intending to participate in KDT should first discuss their plans with stephen.oreilly@enterpriise-ireland.com as there are specific national rules that participants should be aware of.
Call in RISC-V for HPC under the EuroHPC JU

The EuroHPC Joint Undertaking is the legal and financial instrument to implement the Union’s strategy in high performance computing. Its vision includes the development of European energy-efficient exascale and post-exascale technologies, architectures and systems technology and their integration in pilot systems. This complemented with the deployment of world-class competitive exascale and post-exascale supercomputers based on this technology. The results of the RISC-V activities supported by the EuroHPC JU are expected to critically contribute to the European RISC-V ecosystem, not only to HPC but also to other key sectors using high-end components such as cloud, servers, AI, etc.

In view of the above, a Call in RISC-V for HPC under the EuroHPC JU (eurohpc-ju.europa.eu) has been adopted by the Governing Board of the EuroHPC JU and will be published shortly. The aim of the Call is to support a Framework Partnership Agreement (FPA) establishing a stable and structured long term partnership between the EuroHPC JU and a consortium of industry, research organisations and any other institution active in HPC who commit themselves to establishing, coordinating and implementing a strategic and ambitious R&I initiative contributing to the development of innovative HPC hardware and software technology based on the open RISC-V ecosystem, followed by an ambitious action for building and deploying the exascale and post-exascale supercomputers based on this technology. In this context the European Commission intend to organise a (hybrid) workshop with physical presence on 11 January 2023 in Brussels. Please note that attendance at this meeting is by invitation from the Commission only, so those entities interested and willing to actively contribute to this European RISC-V initiative in HPC should signal to the European Commission their interest to attend by replying to the email CNECT-C2@ec.europa.eu and not later than 4th January 2023. Phase 2 (2023) Call for the Smart Networks and Services Joint Undertaking (SNS JU) Research and Innovation Work Programme now open

This week the Joint Undertaking on Smart Networks and Services towards 6G (SNS JU) adopted its second Phase 2 2023 Work Programme, HORIZON-JU-SNS-2023,  with an earmarked public funding of  €132 million. The call will open on 17 January 2023 with a deadline of 25 April 2023 17:00:00 (Brussels local time).

The 2023 Work Programme will fund activities ranging from research for radical technology advancement (in preparation for 6G and radical advancements of IoT devices and software) including large-scale trials and pilots with vertical industries to frontier research towards 6G systems.

The European partnership on Smart Networks and Services, please see SNS JU Website , is a Joint Undertaking co-led by industry and the Commission with close involvement of Member States, and it sets the strategic R&I roadmap for Europe. The initiative builds on an EU contribution of €900 million over the 7 years  2021-2027 to be matched by the private sector with the same amount. The aim is to enable European players to build the R&I capacities for 6G systems and develop lead markets for 5G infrastructure as a basis for the digital and green transformation.

The 2023 Work Programme, please see SNS WP 2023-24.pdf , was adopted this week by the SNS JU Governing Board and will be the basis for Calls for Proposals to be launched in early 2023 (opening on 17 Jan 2023 and closing on 25 April 2023. It sets out three main complementary work streams, comprising when appropriate: Research and Innovation Actions (RIA); Innovation Actions (IA); and Coordination and Support Actions (CSA).

  • Stream B (RIA): Research for radical technology advancement (in preparation for 6G and radical advancements of IoT, devices and software).
  • Stream C (RIA): SNS Enablers and Proof of Concept (PoCs), including development of experimental infrastructure(s) that could be further used during later phases of SNS.
  • Stream D (IA): Large Scale SNS Trials and Pilots with Verticals, including the required infrastructure to explore and demonstrate technologies and advanced applications as well as advanced services in the vertical domains.

These three Streams will be complemented by SNS Support Actions (CSA) to support EU wide synergies and directionality as well as international cooperation.

This Work Programme 2023 builds the first part of the second Phase 2 of the SNS roadmap. The three Streams will evolve into new frontier research, proof of concept, standardisation, and deployment in subsequent phases or open new opportunities for technology development across the broader supply chain such as microelectronics or cloud based service provisioning.

  • AMI2030 info session, 16 December 2022 - AMI2030 is the initiative that wants to propose a new vision of Advanced Materials for Europe to remain competitive. The Initiative was born with the aim to accelerate the development of sustainable advanced materials as the backbone of the green and digital transition and a source of prosperity and sovereignty in Europe. Any European organization with activities of significant relevance for advanced materials development, production and use, committed to a sustainable development can join the Initiative at any time.


  • Space Brokerage event, 2 February 2023 – an international partnering event on Horizon Europe's upcoming Space Calls in Cluster 4.This two-hour virtual event, organised by Enterprise Europe Network in partnership with the Horizon Europe Cluster 4 Space National Contract Points (NCPs), will target upcoming calls 2023-2024 and is open to SMEs, larger companies and research organisations across Europe. Participants will have the opportunity to present their own project concepts and meet representatives from companies / SMEs, universities and research organisations in order to exchange ideas during pre-arranged meetings.

  • ECS Brokerage Event 2023 7-8 February 2023. The ECS Brokerage Event combines the brokerage activities of the industry associations AENEAS, Inside and EPoSS into one digital networking event dedicated to project proposals in the field of Electronic Components and Systems. Excellent networking opportunity for anyone targetting the 2023 KDT call.

  • SAVE the DATE - 9-10 February 2023- Safe and Sustainable by Design of Chemicals and Materials info session 2023. The European Commission has adopted a recommendation to promote a framework to assess safety and sustainability of chemicals and materials. The proposed European framework sets a common baseline for evaluating safety and sustainability – an important step to increase the protection of human health and the environment against hazardous substances.   • Smart Systems Integration Conference - March 28 - 30 2023. After a successful SSI Conference in Grenoble this year, the 2023 edition of the SSI will take place on March 28-30, 2023 in Bruges, Belgium at the Bruges Convention Center. It will be held in conjunction with the 21st European Advanced Process Control and Manufacturing (apc|m) Conference.
    The Smart Systems Integration Conference intends to cover all aspects of system integration, from System on Chip (SoC) via System in Package (SiP) to System of Systems (SoS) – both, hardware and software aspects. Its key mission is to connect the smart systems community and to align research activities along the whole value chain for future smart and sustainable system solutions.
    This Conference is organised by Fraunhofer ENAS, EPoSS Industry Association and Silicon Saxony.

  • Blind Evaluation Pilot STAGE 1 proposals: The EC will implement the new pilot where applicants for STAGE 1 are not disclosed in Part B. More information will follow. You can find the STAGE 1 application form here.


  • Lump Sum: Horizon Europe uses lump sum funding to reduce administration and financial errors. Lump sums make the programme simpler by removing the need to report actual costs. This means easier access to the programme, especially for small organisations and newcomers, who often lack the experience and capacity to cope with the complex rules for actual costs.   • The Smart Networks and Services Joint Undertaking Brokerage Tool: a renewed brokerage platform is available to everyone, please see this at the following weblink SNS Brokerage . You are invited to visit it and upload your expertise/experience and field of interest, to facilitate networking and consortium building, leading towards strong, well-rounded and high-quality proposals for the 2023 research and innovation work programme.

  • The Smart Networks and Services Joint Undertaking and ETSI: The SNS JU is currently co-organising with the European Telecommunications Standards Institute (ETSI) a 6G workshop from 6 to 8 February 2023, where the vast majority of the SNS JU phase 1 funded  projects will participate with a view to preparing for future 6G standardisation phases.
