2023 is off to a quick start after the EU Commission adopted Horizon Europe work programmes for 2023-24, with around €13.5 billion to support researchers and innovators in Europe.  Over €1.5bn of funding is dedicated to the health research funding (€1bn for 2023 and €500m for 2024).  

More than €600 million will be invested in the five EU Missions in 2023 with a budget of €110m dedicated to the Cancer Mission. Further opportunities will also arise in Innovative Health Initiative (IHI) and the European Innovation Program (EIC) program open calls and dedicated health challenges.

Further information on the call topics and opportunities are highlighted below.  Please take note of the upcoming public information days and brokerage events which will take place this month for the health program and the Cancer Mission.   These events will provide you with an opportunity to learn more about the upcoming calls, topics and project expectations.   Participants will have an opportunity to ask EU Commission representatives questions directly via slido.  If you require any further help and guidance after the information days, please let me know.

The 2023 -2024 Work Programme are available online.

The Commission has adopted the main Horizon Europe work programmes for 2023-24, with around €13.5 billion to support researchers and innovators in Europe to pursue breakthrough solutions for environmental, energy, digital and geopolitical challenges.  These work programmes have been pre-published and are available The Horizon Europe website.
Upcoming calls, topics and the relevant documentation have now been added to the funding and tenders portal.  Search the portal and find more details on the rules for applying and connect with other actors interested in the different calls. 
The Health Program
The Opening and closing dates for 2023 and 2024 Health Calls
  • 2023 Calls : Open on 12 Jan 2023 – closes 13th April 2023  - Please note all topics in 2023 are single stage
  • 2024 Two Stage Calls : Stage 1 of 2 : Opens 30th March and closed 19th Sept 2023  -Go/No Go -  Stage 2 of 2 : Closed on the 11th April 2024
  • 2024 Single Stage: Opens 26th Oct 2023 & Closes 11th April 2024

Lump Sum Funding will become a feature in Horizon Europe from 2023
Lump Sum Funding is set to become a feature in Horizon Europe from 2023 onwards. Please note this does not apply to the health program until 2024 but now is a good opportunity to start to familiarize yourself with this new approach to funding.   Please find below a list of useful resources.

Health Information Day
Horizon Europe info day for Cluster 1 Health will take place on the 19th January 2023.

This info day aims to inform (potential) applicants about topics included in the Cluster 1 'Health' work programme of 2023.

Date & Time : Friday, 20th January 2023 | 09:30 - 17:30 CET

An on-line brokerage event will be organized on January 20th will be dedicated to consortium building in Cluster 1 Health and Cancer Mission. The event will include on-line bilateral meetings with partners interested in the same topics for 2023 calls. Following successful registration and submission of the high-quality cooperation profile participants can pre-arrange bilateral meetings by a user-friendly matchmaking tool. There will be also space for pitching sessions during the morning.

Young Cancer Survivors Conference

The conference will “Address the Needs of Young Cancer Survivors” aims to put a face on the quality of life for survivors of childhood, adolescence, and young adulthood cancer, creating a safe space where they will be offered the possibility to share their experiences.
Regulatory Support for the development of innovative Medicine and technologies
Regulatory Support for the development of Innovative Medicine and Technologies
The European Innovation Council (EIC) and the European Medicines Agency (EMA) is organising an EIC - EMA Info Day on Regulatory support for the development of innovative medicines and technologies taking place on Tuesday 31 January 2023 from 9.00 am to 12.30 am. More information is available here the event page.

Also note that the Info Day will be broadcasted on the event web page and on YouTube.
The aim is to familiarise their researchers, innovators and entrepreneurs about services provided by EMA for identifying and addressing the regulatory requirements at the different stages of the project (from early stage to regulatory approval and market entry). The Info Day will feature sessions that will highlight the various EMA support services, as well as testimonials from researchers and entrepreneurs who have used these services:
·        Innovation Task Force Services (ITF)
·        Priority Medicines Scheme (PRIME)
·        EMA Scientific Advice
The event is open to everyone including to all beneficiaries of other EU programmes and to EU researchers (no registration required) and could be of great interest for several IMI/IHI consortium.

The Innovative Health Initiative (IHI) Call 3 and 4
IIHI call 3 is now open for proposals
IHI call 3 is a single-stage call that was launched on 13th December 2022 with topics on a screening platform for diseases of unmet public health need; patient-generated evidence; hospital efficiencies; advanced therapies for rare diseases; and digital technologies for mental disorders.

Deadline for submitting full proposals: 15th March 2023.

Indicative budget: The maximum financial contribution from IHI JU for these topics is: EUR 138 million. Industry / contributing partner contributions: Applicant consortia should ensure that out of the total project budget, at least 45 % needs to be covered by contributions provided by project participants

IHI call 4 (two stage call)

IHI Call 3 and Call 4 Information Days
If IHI Call 3 Information Days took place between 12th to 15th Dec 2022 and Call 4 information days will take place between the 18th -19th January 2023.  The series of online events will provide potential applicants with the information they need to put together a strong proposal and give them the opportunity to identify and meet partners for their consortia.  These information days also provide details on the call topics and rules of participation.
  • Information sessions: These sessions will present details on the rules of participation and the content of the call topics.  
  • Matchmaking and networking: you will be able to book meetings online with your peers.  It is a great opportunity to fund partners to build a strong consortium.  
  • Pitching sessions: there will be available timeslots to make short pitches on your proposals.

Propose Ideas for New Call Topics for IHI
If the topics don’t suit you why not make your own suggestions.   The IHI welcomes new suggestions and topic ideas from the wider health and research community.  

Suggested idea should contributes directly to IHI’s objectives, addresses an unmet public health need, involve large-scale collaboration between different industry sectors, deliver clearly-described impacts on society and will be innovative and ambitious.

The European Innovation Council (EIC) Health Challenges

The work program for the European Innovation Council (EIC) has now been published for 2023. In addition to the opportunities in the open calls there will be specific health challenges under the EIC pathfinder, transition actions and accelerator call. 
  • The EIC Pathfinder Challenge will include a call on ‘precision nutrition’.  
  • The EIC Transition Challenge will focus on ‘Full scale Micro-Nano-Bio-Platforms for medical and medical research applications’.
  • Two EIC Accelerator Challenges will focus on ‘novel biomarker-based assays to guide personalised cancer treatment’ and ‘aerosol and surface decontamination for pandemic management’.
